Rana, a ruthless and ambitious gangster, arrives in Mumbai with the intention of starting a drug business. Rana’s drug business quickly expands and starts to target not only college students, but also school children. Tragically, in the last three months, 12 people have committed suicide due to drug addiction.
The Mumbai Police force is determined to put a stop to Rana’s activities and assigns two senior officers to the case. However, their efforts are in vain as both officers are heavily drugged and killed by Rana’s men. In a desperate move, the police force decides to send Radhe, an undercover police officer, to infiltrate Rana’s operation and bring him down. Radhe accepts the job and sets out to gather information about Rana’s operation and the other gangs operating in the area.
As Radhe begins his mission, he meets Diya Abhyankar, a model and aspiring actress. Radhe introduces himself as Bholu, an aspiring model, and the two begin to develop feelings for each other. Radhe finds out that there are two main gangs operating in the area, one led by Dilawar and the other by Dagdu Dada. Both gangs are at war with each other and Radhe realizes that in order to take down Rana, he must first neutralize these gangs.
Radhe begins to take down Dagdu Dada’s gang members one by one and eventually arrests Dada himself. Radhe interrogates Dada and finds out that Dilawar’s brother, Mansoor, is involved in the drug trade. Radhe goes to Dilawar’s area and threatens to bring him in unless he hands over Mansoor. Dilawar agrees, but Radhe arrests him as well. Radhe makes peace between Dilawar and Dada, but this peace is short-lived as Rana and Mansoor lure Dilawar to them and brutally kill him.
As Radhe continues to gather information and build his case against Rana, he finds out that Diya is the sister of his senior officer, Avinash Abhyankhar. Avinash approves of Radhe and Diya’s relationship, but the revelation puts Diya in danger.
