He has allegedly raped more than 40 women and children, has been arrested 14 times but never been sentenced, and thus is unafraid of the law and will pick up indiscriminately any woman he fancies – regardless of her age. The police refuse to help the Dalits and continue selling the complainants to Bali. His reign of terror continues until he meets his adversary in a young and educated Dalit girl – Usha Narayan. She files an FIR against Balli, and when he and his gang corner him, he threatens to burn them. This inspires the villagers to revolt against Bali and provide 40 DIs on the events, but when all their hopes of getting justice fade away, the Basti women decide to take matters into their own hands and make a proper example from Bali.
